If anyone could help....Use several bitcoin clients only 2 on system (Bitcoin-QT & Multibit) Carefully make paper wallet and screen shot backups of EVERYTHING. Haven't had any problems with any except Multibit when tried to send, change password, open, etc the wallet. Started the password with a "^" character now get the error message "Could not decypher bytes." any suggestions, help, or ("spongycastle" password decrypt) advice?

 Huh

HELP it's not a great deal of $ but need it all just to live on.

. . . Carefully make paper wallet . . .

If you've properly performed this step, then you shouldn't need to decrypt the MultiBit wallet.  You can just import the private keys from the paper wallet into another client.
