I've been doing some reading and can't find any obvious advantage of using a Kaby Lake processor over a Skylake processor for a GPU mining rig when combined with the B250 chipset from intel. Are there features of Kaby Lake that I would want to take advantage of for a first time mining rig build?

There are no difference, since even a weak cpu works for mining.

Kabylake's Pentium g4560 is 2C/4T. If it's not much more expensive, you can consider getting this. Last december, my weak celeron G1840s were pegged at 100% usage using unoptimized zcash miners. Hence I go with G4560 to prevent similar issues in the future.

kaby lake uses less power
