Place a bid at the Bitcoin Market. The rate you're looking for is the current mid-market rate, so you'll probably have to wait a little while, but if you're patient, you'll no doubt get bitcoins at that rate before too long. I wouldn't worry about whether or not it's bulk. In my experience people rarely trade less than a thousand bitcoins at a time.
