I'm pretty sure that Kraken is able to do wire transfers for withdrawals as well, however you do need to get verified. Bitfinex also used to be an option, however now that it is not accepting US customers anymore it's not an option.

Maybe Gemini also, but i haven't used them myself.

I am not sure if it is available in your country, but LUNO has been pretty good and you can connect it with your Bank ATM for direct withdrawal into fiat which has been effective for me anyway. It offers the same service you will get from coinbase except for having only BTC, compared to the additional cryptocurrencies (ETH and LTC) that coinbase has.
