i don't get it. why there is a Maximum Loan Requests per Rank ? i mean what's the difference between a full member with collateral and a legendary member with collateral ?

I think they mean that's the amount they'll pay for a user account of that member (probably the maximum amount) but it's not too clear.
@OP, you can also accept alt-coins as collateral also if you wish.
