But what is the difference between them not mean gold coins i mean terms of reference

It's actually a moderator and not modulator but oh well.

Staff and Patroller, together with a Moderator can only handle reports in a certain board that they're assigned to. A Global Moderator can handle all reports across multiple boards even if they aren't assigned to it. An administrator--well, it's in the name--have access to every forum feature and security data that this forum has, and the Founder who is Satoshi Nakamoto is a special title assigned to commemorate Satoshi's effort in creating this forum.

Staff's rank is displayed as "Moderator" in sections that they moderate. In other section, their rank would simply be displayed as "Staff". Example: Mitchell is a moderator in "Beginners and Help", his rank here would be displayed as "Moderator". In "Bitcoin Discussion" where he's not a moderator there, his rank would be displayed as "Staff".

Patroller don't have a specific section to moderate (they can moderate newbie in every section) so their rank would be displayed as "Staff" everywhere.

Staff:Shown when moderators (see next point) post outside of the sections that they moderate.
Always shows 5 gold coins.
Moderator:Shown when moderators of specific sections post within those sections.
Gets 5 gold coins, of which the last is shown as half faded-out green.
Global Moderator:Applied to Staff that have moderation privileges in all boards.
Gets 5 gold coins, of which the last is half teal colored.
Administrator:Has all available permissions and can appoint moderators and perform other administrative tasks.
Gets 5 gold coins, of which the last is shown half red regardless of post count.
Founder:Reserved for Satoshi, gets 5 platinum coins under his name.

Absolutely. Admin has the highest authority here. IIRC Global Moderator also could handle ban but I'm not 100% about this.
