What is the best ongoing or upcoming Pre-ICO token sale

Zilliqa is a great project but they require at least 500 ETH for their pre-sale. That's the problem: good ones are for whales and they get the good deals, the community gets screwed because the tokens get dumped once they hit exchanges and go below ICO price. Now I do consider this before investing: if there is a project I do care for and like, but it provided big bonuses, I do not participate in the ICO. I don't have FOMO and 99% of the time I can pick up tokens from exchanges, at a much better price than ICO.

Other than that go to sites listing ICOs and do some research yourself.  These forums should only be a source of information - you must extract some knowledge yourself.  I would go for ones with proof of development like open source ICOs, ones which will result in technology you seriously would consider using yourself or would really see others using, other factors such as feasibility and development support.  Never just take someone on their word that something is $$$.
