I got msi afterburner downloaded and installed. It said my GPU usage was at 99% ?!?!?!?

MSI Afterburner detects what graphics card you have and lets you check its temperature, clock speeds, fan speeds.
Did it say 100% when you started CGMiner?

Nope, it just gives me the same error.

99 does not change to 100 either.

you should use windows 7
I was going to suggest that.Also does MSI Afterburner detect your graphics card at the top it should say 7800 series etc.

i dont have a windows 7 install disk an d everything is already on this hard disk as windows xp.

opencl.dll should have been installed along with the amd app sdk. Since you have XP you need version 2.5 -
http://developer.amd.com/tools-and-sdks/heterogeneous-computing/amd-accelerated-parallel-processing-app-sdk/downloads/download-archive

Uninstall the amd sdk you installed, restart and download amd app sdk 2.5 which should work for xp dont use a newer one. Honestly though windows XP is getting too old and support has been getting dropped for a few years for drivers, and other things.

well I installed the one you said(yes* i uninstalled my version and all amd drivers etc ALL ATI/AMD/RADEON stuff ALL DELETED and reinstalled the 2.5). It says it doesn't work for windows xp, but I tried it anyway. It did not change a thing. Same error. Guess I'm going to have to find a way to get windows 7.....

don't know where to start except asking people for a disk

You could give Linux a shot if you really want too.

Linux is an operating system such as Xubuntu 12.10 http://xubuntu.org/getxubuntu/. It is a free operating system which can be used for mining or for anything else. The thing is though that lots of experience is needed to get things running. If you want to check out a guide look here:
