That guy who build it seems a very knowledgeable one as he has added 6 coolers for the cards from Corsair, rarely I have seen such thing in a mining rig as people want to save money. Both amd/ nvidia do 300+/ gpu, depends on how much you want to push them, 12x300=3600. So yes, you will do more than 3200 easily.

I think the 1060's i can run @ 550w max.
So aiming for 650w max for the 470's.
