They're definitely supporting it. Besides that, what is exactly the issue? Non-segwit / segwit adresses are exactly the same right?

I dont know for sure as I dont use Local Bitcoins much, but segwit address, although  structured differently, are interchangeable with each other, so I dont see why this would be an issue unless Local Bitcoin requires the addresses to start with the legacy address structure over the segwit structure that starts with a "3".  Interested questions and am curious to know the details.

addresses started with 3 are multi sign addresses, they exist before SegWit

There is no such thing as a "segwit coin". You can send coins between segwit addresses and non-segwit addresses.

If by "as legacy input", you mean "by a legacy wallet", then no. If you are asking if a transaction can have a segwit input and a legacy output, then yes.

It's not possible to tell from the address alone, you can only see it in the transaction. So if an address has never sent an output they are indistinguishable.

If they have sent an output then it's the input scripts. So from that Tx:
