- type of work (eg. ecommerce, or blog)
- programming language needed (eg. php, or python)
- skills neded (need only frontend, need both, frontend+backend)

I was about to say this to the OP, we need to know what you need to be designed. Every developer has an area of specialization and it will save you some stress to say what exactly you need the developer to do.

I hope you will update this post immediately.
