Well the project is certainly interesting, however it will certainly take some time and investment to issue that. Though there are certain differences:
1) It's exchange rate will be fixed to the fiat Russian ruble, though there will be a possibility of exchanging between the two
2) This is likely to leed to banning of all other cryptocurrencies in Russia, as it's impossible to control those.
3) Russia has a great ambition for challenging the position of US dollar with it's own cryptocurrency, at least in trading operations with it's partners especially CIS countries, but for now there are by far more questions than there are answers

I am not sure if this is a good or bad thing for cryptocurrency world.
It would be a good step for legalising cryptocurrencies, but it will end up banning all othere coins except govenrment coins.
I guess only a few coins will be alive if all governments issues their own cryptocurrencies. Bitcoin for wealthstorage, ethereum for smart contracts etc. Those will be high as hell while most of other coins may be dead

Well this sure sounds interesting. Thanks for sharing this information pal., Now i think this will be good for people who love cryoto currencies for the purpose of improving usage and transactions in any way, but for the ones who are in the crypto world for profits(the ones who love volatility) or having a way for their illegal activities, they will surely hate this. Because clearly, this is aiming for a wide ban for other cryotos who cannot be regulated nor taxed.

Apparently, if the Russian cryptor will go already with a built-in 13 percent tax, the state will limit the circulation of other crypto-currencies. I think it will not lead to anything good. However, experience in this area must be earned. Following Russia, many states will introduce their own crypto currency. Ukraine has already announced the creation of its crypto currency - crypto, India - Lakshmu, even information appeared that Belarus wants to issue its own crypto currency. I'm not talking about China anymore. Apparently, this will be the response of states to the uncontrolled decentralized crypto-currencies. How will live together, both those and others, we still have to see.

why would anyone want to use this centralized wannabe crypto is beyond me. this is more or less the same stuff they already have but cheaper for them (gov) to create cos they don't need to spend ink and paper

There will be no difference, bitcoin cannot work as a government's currency and so this coin will not differ from their local currency. It just brings technology

This is not new, all countries wants to make their own cryptocurrency that they can control. But cryptoruble being a cryptocurrency that cannot be mined and can only issued, maintain and controlled by the authorities is for me is not a good idea. This coin is just like USD tether so investing in this coin makes no sense since it's value is equivalent to Russia's local currency. I can't see any special with this coin so I don't think this will make a huge impact to other existing cryptocurrencies. And also 13% tax is horrible.

Yes, taxes. Other recent ideas of Russian government officials about regulation and licensing of exchanges and miners are also ultimately about taxation.
