I read a lot of news lately about exchanges behaving strangely. Like Bitfinex and Bittrex. Can anyone tell me what is going on? Is it possible that in the future nobody can cash out anymore?
Not exactly the way you interpret it, all parties do not close the purchase, and also remember that there are private investors who can also buy bitcoins from you.

Russia right now is in kinda a grey zone, it's a bit difficult to determine the current legal status, as there have been many who are for the integration of cryptocurrencies (Russia's finance minister) and other who later lambasted them (such as Putin). If I were you I'd keep the coins for now and try to cash out after things have kinda clarified and settled down. Keep in mind that the exchange you mentioned closed for the same reasons, and in such an uncertain environment I'd recommend to be careful about doing these transactions (you might be asked to pay taxes, as Russia has recently announced that digital Rubles will be taxed at 13% if their orginin is uknown).

I use skrill, they accept bitcoin with 1% fee.
You can use skrill debit card to get money from ATM.

perhaps you can find more information on Russian forum, use your marketplace for sell it. Another opportunity could be payeer,neteller or advcash but fee are more high.

How to cash out bitcoin for Russian citizens? I heard that Advcash stoped working with Russia. Is it true?

Not sure about Luno. In my country, Luno works like a charm. Deposit your money via bank to buy bitcoin, got it almost immediately and vice versa

Then you have x amount of bitcoin in prepaid credits. What good is that? I wouldn't call that cash. Besides, prepaid call rates and price per MB are much higher than a subscription, you will burn through your 'cash' very quickly that way.

You need to create an account to one of the many exchanges (like coinbase) and their you would have a new bitcoin wallet to transfer your bitcoin. i suggest to download the bitcoin wallet that fit for your country.

Yes, www.skrill.com. or www.neteller.com
i don't know if it works in Russia, but they use a mastercard debit card, worldwide accepted.

You can withdrow many via bank transfer or use peer-to-peer change services.
It's more a horror story that the banks began to control all the transfers from card to card yet.
