1. Why is OP offering an insane +15% on buying when he can also offer lower amounts?
2. Trading crypto's with Paypal is never a smart thing. Paypal is against crypto's, and if anything goes wrong, they won't have your back.

15$ is not insane at all. it's average my friend.
every exchange on the forums (MPGH, Hacksforums etc) offer same rates and higher.
VIRWOX take up to 25%.

Yes smell something fishy...instead of making a profit then you are giving your 15% to someone who is willing to deal with you..

Why not buy BTC in local market or in other website that sell btc?

Well first of all you ask people with BTC to go first (which is irreversible) then you cannot send as friends & family meaning you can just cancel the payment anytime? Probably a scammer (maybe with bought account).
