Voting on Ethereum

Hi, anyone here knowledgeable about voting on Ethereum? What would be a practical way to implement 1 human = 1 vote rule?
Would love to hear all your suggestions, from centralized ideas (with an intermediary checking the IDs) to decentralized concepts (technical solution without the need of someone manually looking at the voters).
