IBAN is only for receiving, so as far as I know, he cannot steal anything

And what is, if he sells articles, buyer pay to your bank account, you send "seller" the money, buyer don't get anything, seller can't be found. Who, you think, will pay the bill and be judged?

It is not just a question of fraud. It could be money laundering as well. If you use your bank account to receive proceeds of drug money, you will have a lot to answer for.
