Can anyone explain me the Tether 3 Layer?

I am reading the Tether White Paper, and they say Tether is built with 3 layer:
(1)BTC blockchain
(2)Omni Layer protocol
(3)Tether Limited

The sentence"The Tether transactional ledger is embedded in the Bitcoin blockchain as meta-data via the embedded consensus system, Omni." can anyone tell me what does this mean?

Omni (FKA Mastercoin) is a protocol layer on top of Bitcoin that enables smart contracts similar to Ethereum. I'm not sure about its concrete capabilities but you should find detailed white papers / protocol specifications by searching for either term. The Tether Limited layer on top of Omni is then written using whatever scripting capabilities Omni provides.
