So if you have an Australian bank account does that mean you can only buy bitcoin on an Australian exchange like; https://www.btcmarkets.net/ or https://www.coinjar.com.au/

What if i want to open an account on coinbase, kraken or something can i only do that if im from the US and have all the required docs, ID, proof of address etc, or will they accept docs from any country?

These are 3 Australian exchanges i know of, any recommendations for me who is just starting bitcoin now... as the ship sails away and i swim after it..

Or is it better to not use exchanges and just use https://localbitcoins.com/

You just need to provide anything that confirms your identity like passport, driver's license etc. in compliance with KYC and AML regulations. After that, you can buy your own bitcoins from these exchanges and have their value be converted to USD. You can also try to check if locals in your area are selling coins @ localbitcoins.

It all depends on the rules of each exchange, namely what kind of identity documents they  accept and what kind of payments you can use. Read their FAQs, it should be a common question.

what if we dont have any ID ... unless we have one local ID like only NBI clearance only can we use It to Buy or exchange bitcoins??  Huh Huh

Your going to need identification. No legit exchange will accept you trading without it otherwise they would be breaking the law.
