Bitpay offers a service that can be downloaded and used with a windows 10 desktop and has a wallet implemented?

Is this wallet a desktop wallet with all its security features and how can a backup of this wallet be made?

You are referring to Copay I believe. If yes, it's possible to make a backup of 12 words (BIP39) and you could use them later to recover everything in case you lose access to your computer for example. See the FAQ for more details.
