The best has to be dimensions network, it is a trading platform like binance, where the token holders get a 15% share of the fees from the platform.
Far too many ICO with no plan to return anything to token holders these days.

Nothing to make sure what is best ICO. But i have some rule to invest 1 ICO:
1. They had real product already (best recommend)
2. The dev team is clear
3. Road map is clear also
4. White paper is not important. Just some text on a paper.

I really recommend for real product.

Why you recommend ripio? Take look how they made their ICO it's worst one this years, why they dont close it some days ago and did not burn left oof the tokens, when at the first hour after ICO begun token was traded at ED 30% less then ICO price.

You should always look at their white paper, their team, their product, their presence on social media and most important if the token is really usefull.

New to crypto currency and was looking for advice and opinions on ICO’s

Idex is best ICO in November. I think investors will not doubt because the project is live. Idex is ethereum token marketplace similar to etherdelta. Idex is live project. It sell DVIP token, Idex also release aurora token for bounty hunters. DVIP token worth 1/3000 USD. I think it is expensive token but IDex good project.
