Why not found Sticky Topic explain rules of this forum , Difference Between it and Service and Kind of Posts here ?

The section is meant for discussing the different services so I believe no sticky is needed in this case unlike the Invites and accounts section for example. As long as you follow these general rules, you shouldn't find any problems.
