Answer: Because We don't want to waste time to dig thousands of addresses and tracing the multiple accounts. We don't want to send drop hundreds time to the same people with hundreds of addresses. There are better methodes to combat people signing up more than once than getting them to pay a small fee. How would you know if they haven't made multiple eth accounts?
