The supply is low so there's a chance that the price will be high if the developer will be true to his intentions for this coin. And by the way, you have to allot 10% to people with special needs, what do you mean by that category? How will you prove that you will allocate that amount to them? Everyone has special needs by the way. 

And since you said that you have 100BTC, then, you can enlist this coin to a more decent exchange and not rely on free voting on tradesat. Am confused here. 

100BTC is not yet available and about the listing i really don't like those exchanges where they request 5btc and more like cryptopia 5btc to list a new coin wtf i will never list my coin there not because i don't have bitcoin but because they're poor they want make money from something important to developers so i will just try to make it true with free listing and then we'll work more to pay in one time for bittrex listing better than playing with bullshiit exchanges like cryptopia and novaexchange that will be closed or coinexchange that close the trade every hours because of website problems ...
And about the people with special need i mean the 10% will not be gived as a bonus haha we'll create an association with the name of Xenoverse and our logo so that this association will help who need us and about the other 10% premine it will never be dumped only if we need something to grow the coin i mean like bittrex listing or problems with the coin ... means yes the price will go up because of only 4 Million Xeno and minable and hard for mining so the price really will grow fast

how can you be so sure that the price will be 0.0003BTC  when listed on an exchange ? and can you prove that you actually own 100 BTC to support this ?
in this case so you have 100 BTC but you can't afford paying 1/2 BTC to get this coin listed in an exchange ?
