The hottest most hyped ICO with substance though is Spectre.ai The ICO is building brokerless platform for traders. I personally think 'hottest" does not tie in with "most hyped and advertised".

Nowadays, "most hyped and advertised" is a synonym for 'worst".

Well, the recently hyped ones have not been performing well.  Even Ripio was selling on EtherDelta during the ICO at a discount.  The market is overly saturated right now.  Not sure what is coming up, but doing research now and will come back if I find any!
