They've been effectively down for cash purchases since last Friday. You'll want to keep an eye on the official BitInstant support thread - they should post there when they have some news: https://bitcointalk.org/index.php?topic=128314.7200

You will probably get your money back but it will take some time. Post this on scam accusations and other high traffic sections they answer you in no time.

Bitinstant launched a new version of their website without fully debugging it, and had a lot of orders fail on Tuesday. They are in the process now of filling all of the backlogged orders though (my order from Tuesday got filled on Friday). I would expect your order should be filled any time now if it hasn't already been filled. But if more than another day goes by without your order being filled, you should definitely contact support again.
