New users will not be able to register there....
Old users need to withdraw there money as soon as possible......

Technically they're not closing down permanently. They just sold themselves to somebody else.
They're closing down until new ownership so that people withdraw and that they're not responsible for any problems under the new ownership.
I personally don't agree with this move, but it's good news to know that Novaexchange isn't really going anywhere, unless of course the new management is trash.
