I  believe a feasibility study must have been carried out.  Looks like the incentives favour the people that place ads and the people that get to use free Wi-Fi more than the owners of routers considering the costs of buying and maintenance of routers.  Hope more light could be thrown on this.

In my own experience its still quite hard to find wifi networks in certain areas you are travelling in. Making individuals interested in sharing their wifi with small incentives could help this problem drastically.

On the other hand, you could earn few bucks here and there just by sharing your own mobile connection!
