I'm not sure.. I guess the devs can answer that best.
But it might have something to do with the fact that ads are way less targeted, because they don't have information about the person accessing the WiFi at any given point. Less targeted means less expensive..

Nohow. Invites will be received only by participants of the pre-ICO and ICO. Next they will distribute the network receiving a commission for connection through their invite.
