I can't believe that you managed to collect 15 500 000 applications in few days But it's obvious that there are plenty of multiple applicants. And to prevent the unintentional duplicate applications you should definitely publish the spreadsheet with the list of applicants (for privacy reasons put only the ETH addresses).
