I am super new to mining and just want to make sure I am doing it right.

B250 Mining Expert Motherboard
I3 intel processor 4400

I am running nicehash miner and when I check the Task Manager my CPU is at 99% and my GPU is at 6%.  I am wondering if I am not getting the max load I can be getting out of my GPU or if this is normal.

Should my GPU show higher in the task manager?

This is bitcoin section and you can only mine altcoin with your GPU  and CPU.. And you can use nicehash to mine altcoin that auto converts altcoin into bitcoin..
I suggest to move this thread to altcoin mining here https://bitcointalk.org/index.php?board=160.0

So that you can get more chance to get answer for a target GPU mining..

Well GTX 1050Ti is honestly less wattage but low hash speed so i think much better to upgrade until gtx 1080  or 1080 Ti to get higher rewards..
