Again, work it out with him, but you're probably wasting your time. You're best to create your own account and build up your own reputation and history rather than trying to jump the cue by purchasing an account.

Being honest for X amount of time does not mean that you get a clean slate: any markings on it remain regardless of how long you've been good. If someone shot up a place then remained an honest man afterward for 10 years, do you still trust them with guns?

OP, I'm glad you called attention to yourself with this--don't know how I missed giving you a negative, but I corrected my error. 

This is the worst of the worst here on the forum.  Bought accounts, signature campaign spamming, whining like a little bitch about feedback.  You don't deserve to get paid for anything you post, and hopefully you'll never be able to get into a sig campaign again.  You write like a 13 year old highschool dropout from some island south of Asia.  I'm in the ballpark, right?
