The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

What wallet are you using? You should be able to use a paytomany transaction to do this. But it depends on the wallet you're using.

In that case, i'd recommend electrum downloadable from electrum.org/#download. In the send transaction window, start by putting the address, a comma ',', then the amount. One per line. Such As: 1address1,0.002 1address2,0.002 1address3,0.002
You can then also customise the fee for the entire transaction. Be sure to check if the transaction is in ntc or mbtc (milli bitcoin) before sending.

Yes you pay $1 fee for your normal transaction. With a transaction like I say it should cost no more than $5 for all of them (depending on the number of inputs your spending - basically the number of transactions you're using to send this one).

Limited in number. Limitless in potential.

And you can even pay lower than 1$ if you want, once you open the electrum app, go to Tools tab>Preferrences and check the "Edit fees manually" so you can put the fees manually and it depends on you if how much you will input. But note that sending BTC with low fees will put your transaction to be too long to be confirmed and a big possibility that the network will drop your transaction.

You can always resend/rebroadcast it though. If you're going to edit fees manually, you can probably go down to 0.0002 BTC for the transaction but I really wouldn't go any lower than that. Move the slider if you don't want to edit fees manually and place it on 25 blocks.

If you're going to edit fees manually, you can probably go down to 0.0002BTC for the transaction but I really wouldn't go any lower than that. 1 input with 10 outputs creates a 532 byte transaction. https://btc.com/stats/unconfirmed-tx currently shows it's possible to send with less than 20 sat/byte fee and get it confirmed, 0.0002 BTC would even be enough for a fast confirmation. But: $0.90 is 0.00012310 BTC. If the receiving party would want to use it, it's not worth the fee. Basically you're turning $10 into worthless Bitcoin dust. At 54 sat/byte, the entire $0.90 goes to fees. May I suggest using an altcoin with low fees for transactions like this?
