Wow, this was posted a year ago when the ICO market was booming.
Now, it is the norm to lose money on an ICO.
In fact, with the recent crash, is there any ICO that is selling above ICO price?

Unfortunately, there is not much that can be done.
Even in the US where there are clear laws and agencies to deal with it, nothing much happens.
For example, the SEC cracked down on bitconnect, centra, and titanium, all very hyped up Projects with a lot of investors.
A year later, there is literally no time frame at all of refunds let alone if you can even claim your tokens back.
Just court dates to set more court dates.
So I imagine in other countries with less strict regulation, it would be basically impossible.

I think getting investors' money back is not easy. let alone involving the police, of course it cannot. because a risk in the crypto is borne alone without anyone's intervention. so we can't complain to other people.

You should participate in such projects, in which the rules state that if the market collapses, your invested money will be worth the price you bought, there are a lot of such projects today.

You cant do anything about it and this isn't only happening on TEZOS but on most projects on the market as of now which they haven't delivered on what they
have promised when they are still starting up. Come to think of that even legit projects do still struggle into their price on the current market condition and also
consider that there are lots of shitcoins in the market.

I think that you will not return your money from the ICO, unless they can collect a soft cap and return all the money back to investors

If the project was registered to a legal entity that is in a country with good laws, then you can try to contact the law enforcement agencies and the courts of this country. If the project was registered in the offshore zone - then you can not do anything.

Involving government and police? Well, first you must note is that "does your country legalize the crypto?'. Additionally, it is important to note that "investment will only involve two things "profits and risks". If you are ready to get the profits, so you must be also ready of the risks. Investing in crypto, especially in ICO is also very risky. Investment is not only about getting back your money higher in only few months. You must be more patient to wait for a year or more. Just be patient and be careful before investing. I'm sure that there are still many ICOs that offer promising future.

every time you join on any ICO there is always a terms & condition that you need to consider when putting your own money, the value of tokens is usually fluctuate once it is on the public market and the team has no control of it but they can make it rise if they deliver the product and increase the demand for the token.

Before you invest in ICO, you should check the whitepaper and the people behind the project very carefully.
Whether you can recover the invested money depends on the legal regulations in the country in which the project / company was registered.
Before you start taking any steps, check whether the project develops in accordance with the announced roadmap .. it is possible that the work takes place behind the curtain and everything will be fine.

As long as no one regulates the ICO it does not make sense to involve the police especially in those countries where crypto is not allowed by the government. You need to invest in Bitcoin and wait for profits.
