I am surprised assuming that you are a newbie as you are saying and you do not know how to sell without card. May I know how did you bought the btc without Pan card?  In case you had got from someone else and want to sell then only thing is that you can ask here if anyone wants to sell and then do a escrow deal.

Sell it to local bitcoin .. if it's huge amount then don't sell all at once. ..

I think it's necessary to have a pan card need to buy or  sell the bitcoin in Indian exchanger like zebpay and more, but if want to buy or sell at localbitcoin site just verify you account and you can do trade there.

True but rates for unverified accounts vs verified accounts are different. OP's best bet is to sell to someone through the forum or locally. Either way, he will get much better rates than localbitcoins. But if its an emergency thing, then go ahead and use localbitcoins instead.

You can sell your coins on paxful in exchange for gift cards or get paid via paytm.

I recently bought some coins on paxful and paid through my paytm account. Ofcourse there will be some fees to the transaction.

Best bet is to to a one to one transfer in cash in a public location.

Yes there is no exchange where you can register here without any KYC. All exchanges require KYC verification and are strict about it. As the govt is yet to decide about the regulations of this cypto currency and even govt focuses on KYC compliance now everywhere. So it will be mandatory and without this you cannot buy/sell .

Localbitcoins my friend.

I trade there too:  https://localbitcoins.com/accounts/profile/jaideep1000/

But usually we do require you to give some sort of ID proof and a picture of your bank page just to make sure you're not using compromised accounts.
PAN card not required even for bank transfers tho so you can try.
