Hi I'm new member here , my name is Match from Hong Kong.

I am in great need of help.
I can log in to my wallet normally. Bitcoin is still there but not used !
The reason is:My wallet 2nd password was changed by hacker but I didn't backup paperwork of 12 recovery phrases of Blockchain (Blockchain.info).
 I tried a lot of ways but still can't getback the 2nd password.
I can pay (16~25 BTC or above) when someone helped me to recover the password.

I don't like to be the bearer of bad news but chances are that you're not getting the 2nd password back despite what you're offering to pay.
I was in the same situation as you, although it wasn't any significant amount of BTC in there. There's no way to recover the password and blockchain.info staff can't help you.

What you can do, however, is contact them and ask them if they have any backups from before you added the second password. The only problem is that the backup needs to have the same transactions as your most recent wallet. Meaning if you made any transactions after adding a second password it's pretty much impossible.
