Participant is required to make a transaction of atleast 0.002 ETH and the reason is to avoid, for example one person registering 100 times with 100 different accounts. EVERY ADDRESS WHICH MADE A TRANSACTION BIGGER THAN 0.002 ETH WILL RECEIVE MORE TOKENS PROPORTIONAL TO THE AMOUNT OF ETH SENT.

I can accept that 0.002 eth is for avoiding spam but if you give proportionally to all eth payers that means it is ico.

Funds (0.002ETH) will be returned to each participant and only excess is considered as an ICO investment(which is optional). Please understand that this is for anti-spam purposes.

Some other Airdrops can evenly and fairly give the free tokens even they are not making people send  eths. For example the method of putting your eth address to your profile in bct on the location field is an effective way of knowing who are the spammers and the possers.
