He sent a letter to the specified address. Asked me to see if it is possible to unlock the account as he did not want to create a new?

The question "how can i unlock" is simple, read the mail it says you can appeal by sending a mail to that adress.

I would be aware of creating a new account, cause this is called ban evasion and according to the rules #25

The account got nuked, so it's likely to be a spam related issue. Probably posting random rubbish or posting referral links. The accounts been permanently banned so any account that you do create will be ban evasion and will likely be nuked too.
