You can buy LTC  with mastercard from bitpanda.com. It is an Austrian company. I didn't buy, but sold BTC there. They offered fair rating and fees. I think, you will need to provide full ID, when you want to buy with Mastercard, because of reasons, the posters already stated (charge back). Buy BTC using your card and then convert btc to LTC using any good exchange, I don't think so currently there is any good website for LTC purchase using a credit card.

Yes, but it this way I'm losing like 5 - 7% (first % I will lose on exchanging $ to btc around 3% and +1% on transfer , then will lose 2 - 3% on exchanging btc to ltc.)
