this does not look serious for me....more a copy from somewhere..

yea there are some big typos, such as "AIRDRIP" on the top of the front page. this could hurt the seriousness or professionalism of the project but i'm not sure if this could create some other problems regarding token itself. i mean, Dev's native language may not be English like me (i assume ANN was made by the Dev), but i guess he should has enough knowledge for proper programming and arranging things. most projects start with just the idea of a few people/Dev and later they may expand the team if project has some positive signals. Anyway, we will wait and see just like others.

p.s: to see a spreadsheet would be great to follow our application.

I think you are right. it could be scam. or they collect addresses and try to hack them  
no whitepaper, no roadmap. there will be no token. and when they come they will not be worth anything

expand the airdrop rule? Perhaps more precisely you want the airdrop regulations to change so that the newbie can participate in it. They do it on the grounds, they make it so that airdrop avoids it from this fake account.
