I am going to start mining of Ethereum with GPU and is looking for graphic cards with high hash rate. I have free electricity .
I need suggestion which graphic card can give maximum output keeping in view future mining difficulty.

I would recommend Nvidia cards 1070 8gb, 1080 Ti for Ati cards Rx 570 8GB and Rx 580 8GB.

If you are looking to mine Ethereum like you said take a look at the Vega's as they have a high hashrate for Ethereum.  The downside to them is they can suck a ton of power which if you are not paying for electricity then its a no brainer. If you live in the US or somewhere that Newegg ships to then you can get a few relatively cheap compared to a few months ago.  That should help you reduce your time to ROI by a little bit.  If you are concerned with resale value and want to mine other coins than just Ethereum I would say go for the 1070s.  Keep in mind if you can wait another 20 days before buying you should be able to get some good sales at the holiday.

Its pretty obvious, High End cards has better hashrate, the only consideration I think would be your budget, if this not concerns you then all of the cards mention above will be your advantage.

I will set my rig in Pakistan and there is not budget issue. So have to decide between 1080 ti, 1070 8gb, 1060, 6gb, R9 390 and 580

GTX 1080 Ti have best hashrate from the proposed. GTX 1070 and RX 580 almost on the same level. If budget isn't an issue, GTX 1080 Ti is the best choice.

am new to this, but from what have being reading, i would love to start mining, dont know the hardware to start with as a beginner that would be more profitable.  P.S am not in the US

Yeah electrum mining is best choice with the graphics cards mining there should be find cards in your rig to start mining the coins. Radeon series cards are good to mine any altcoins. If you want mine the coins you have to choose the right coins which is moderate difficulty rate.
Electricty is the added advantage for you, so you will be able to mine the any coins without any fear you will be 100 percentage profitable person because that.

in case of free electricity r9 290/x and vega in dual mining eth
