It needs to be broken down into three  Announcements Forums
Coins that you can mine/Free Air Drops
ICO
Tokens

But that's the problem, where do you draw the line on what categories should be made and how many?

Which is why I'm pretty sure it won't happen. Otherwise we'd already have separate categories for premined/non-premined, PoW/PoS, etc because they also used to be suggested to be separated into different subforums.

For Better way should be set up Newbie  (Under Half Year)/ Member Coin (Over Half Year) over half year post .

no, they should be kept together so users are exposed to diffferent currencies and let users choose and it is good for everyone, users and devs. crowd are important to devs, forumers should not be fed but encouraged to explore

Well, according to forum rules, free airdrops isn't allowed on bitcointalk:

15. No on-forum altcoin giveaways.

I think they don't need for separated subforum.
I'm rarely visiting Altcoins board, but I don't agree with OP suggestion.
