The page is loaded fine, except for the important part "Voting List". It seems the site is overloaded and could not process data efficiently and quickly.

We have heard that BTC38 has been closed and only provides the storage and extraction services of virtual currency.But recently it seems like it's ready to re-open registration. It's really messy. I don't know what China's policy is.
