Did you figure it out ? Was it just power ? I mean my afterburner don't see it only 8 of out 9. Windows see 9, Nvidia control panel see 9.... GPU-Z froze like claymores.

Z170A mobos are known to not do well with high numbers of GPUs.
Increase the ram, increase the PSU W and switch over to Linux.

Try simple mining OS. Very easy to use and Linux based do it scales much better than Windows.

As others have suggested, try your luck with your preferred Linux distribution.

Graphics drivers for Windows 10 have a cap at 8 GPUs (each AMD, and Nvidia), excluding some "mining-specific" cards.
Linux should be able to handle more, and since you didn't mention having any AMD GPUs, it shouldn't be too much of a pain. (Running GPUs with different manufacturers tends to be rather difficult on Linux.)

I am going to try the "[OS] nvOC easy-to-use Linux Nvidia Mining v0019-1.4". Just waiting on my flash drive coming in today. Has anyone used this before ?

Windows 10 can support more, http://cryptomining-blog.com/tag/13-gpu-mining-rig/ ....
Maybe the motherboard cant. CPU can do 16 lanes.
