Decred volume across exchanges is absolutely couch cushion change level. However, I don't think paying a market maker to try and provide liquidity is anywhere close to the correct answer. The project has just never really taken off in terms of popularity, and in my experience if a coin doesn't have a lot of momentum out of the gate and maintain and grow that momentum, it's very difficult to get the ball rolling again at a later date (although Decred is still in active development by some smart folks, to date I think this still holds true).

I believe it's better to have a good cryptocurrency than have a shitcoin that good marketing is what it only has. But marketing Decred will be easy in the right time, when all the bad coins' core developers notice, and end their useless development.
