Waves token like others have mentioned or an erc20 token on the ethereum network would be the best choices for you.

before asking about it,
can you tell us why would you need to do it ?
there're a lot of new coins/tokens/projects created everyday and none of them were a good one.
if you want to be come one of those useless/shitcoin project,
it would be better to not telling you about it at all,because you will be one of those trash in this forum.

Creating a coin isn't as easy as what you may think. It is not just make a coin a Viola your a millionaire or helped the crypto world big time. I hope before posting this, you have already taken into consideration the stress amd hard work needed to make a coin worthy for the trust amd support of people in this community so it can achieve success.

Creating is not that easy. you need blockchain analysis, great developers toward your goals about the project. community manager that will handle your token and lastly your roadmap and token sales on how you will sell it to the market? especially on PRE-ICO stage

It depends on which type of coin you want to create. For ETH and wave tokens, there are plenty of tutorials around and you can follow them easily.
As for other coins, it is better for you to employ a developer if you do not know programming.
