Best time to buy Bitcoin is when you start doubt if it is good choice at all.  When you will have zero doubt, then price is fro sure high.  When you doubt, that BTC will get overtaken by some alt or when you doubt that some government will crash Bitcoin, then is perfect time for you to buy. Sad thing is that is psychologically hardest time to buy.

If you have spare money and if you can hold your coins longer then only you should buy at this price as this price is very high for many of the investors and not all would be in position to buy bitocins at this price and if you easily get panic looking at the price dropping then this is not the best price for you to buy bitcoins and in that case either you can wait for the price to go low or keep on holding the coins that you have in your wallet.
