Need help with Cannot load nvml Error

I get a ERROR: Cannot load nvml. anyone understand what I need to do, I have the dll file in the repository. I have created exceptions for my anitvirus security software to not interfere with anything. I'm stuck. I am using the Cuda and I have my bat configured like:
