I wanted to transfer them to my bank account or PayPal and I tried  sites like payticoins or onestpay but I've just probably got scammed for 60€. My question is: do you know any good sites where i could exchange my bitcoins to PayPal or bank account? I am using blockchain wallet

Most of the service who offers BTC to PayPal are scam.
PayPal is reversible. BTC not.

I will not make a list of legit/scam. But I can tell you the easiest way to do it on your own, without even paying 20% margin on that.

1. Just choose some site who is offering BTC Virtual Visa. Use the search function.
2. Register and make yourself a Virtual VISA (0-$2).
3. Deposit funds there
4. Upload the funds with the Virtual VISA into PayPal.

And you are done.

Coinbase do it. I can't really imagine there's any conceivable reason to use anyone else for that. It's prime scammy territory wherever you look. It's withdrawal only with Coinbase.

Coinbase does not allow you to buy/sell btc in most countries outside usa, since op talking about EUR, I guess he from EU zone.
As already it was mentioned, such small amount  can easy exchanged here.

It's risky doing business with a newbie. When you too are a newbie the risk multiplies. The likelihood of getting scammed is higher when transacting with new members. I suggest you take your yltime and trade with trusted members.

Coinbase for bank transfer, but they will reqire you to confirm your bank account by sending them money first.. you can also try LBC at your own risk.

I would be happy to buy btc paying with paypal if the price is low. There are probably more senior people than me around though willing to pay more.
