you can use btc-e or in the future mt-gox. also on ebay there are several auctions online.

OK, and once I have LTC in BTCe I can either leave them in the BTCe wallet or transfer them to my local wallet? Do the BTC clients/wallets also support LTC?

Download the litecoin-qt client if you wish to store litecoin on your own computer.

Does that client automatically download a whole lot of data like bitcoin-qt does? I'll be on a metered connection for awhile.
Is there an online wallet for LTC that is considered safer than BTCe's wallet?

there is no real safety with online-wallets or deposited coins at an exchange please give yourself the time to store the coins at your own pc/client(s) and don't forget to encrypt your wallet(s) the LTC-blockchain is "only" ~ 1 GB of data - BTC is much bigger with ~ 9 GB

Is the blockchain re-downloaded every time the client is started? Is there an LTC client which doesn't download the entire blockchain?

#1 - No. Not with the Litecoin client at least. #2 - Don't think so. You'll need the entire blockchain to send and receive LTC in an up-to-date manner. You might want to read up on how the blockchain works for multiple crypto currencies (BTC, LTC, etc).

I won't need to go through a verification process to send BTC to BTC-e, trade it for LTC, and send the LTC to my offline wallet, will I?

Just make sure you check the exchange fees and especially withdrawal fees when you consider an exchange.
