That may not prevent the sticking entirely, though it will surely help.  Part of what's weird is that the difficulty doesn't rise and fall slowly, it seems to jump a lot or fall a lot.

I does that because people mine HARD for the low difficulty 24 blocks... the network makes the difficulty a lot higher at the 24th block. Then they leave for the next 24 blocks... and the network drops the difficulty again... repeat.
I have seen this with a few other coins in the beginning... then they patch the difficulty recalc to happen every block and it then rises and drops more evenly.
